I would argue that you can. A long-term drug addict still has interests, desires and values in life. It may not be “rationality” in the common sense understanding of the term, but there is a kind of intellect or mode of thought that you &lt;strong&gt;can&lt;/strong&gt; appeal to. God knows that if there is drug abuse then there is suffering, and people do not wish to live their lives in suffering. Therefore, &lt;em&gt;somewhere&lt;/em&gt; there is a will to change, and we have the ability to help someone discover that. Also, with your mindset, how would you justify the existence of rehabilitation centers?

Can you give an example of what you specifically mean by collateral damage? They are now a criminal, not because they consumed a drug but because they drove while on the drug; that is where the action becomes a crime.

And for the record the War On Drugs has done absolutely nothing to actually help drug addicts. I say we try something different and change our approach.</description>
